policymakers, and practitioners to discuss how research can inform policy and practice and
what workers, firms, and government policies can do to ameliorate the effects of job
displacement. Dr. Michael H. Moskow will summarize the results of this conference and

The Older and More Diverse Future Labor Force
In 2004, the Bureau of Labor Statistics (BLS) published its labor force projections from 2002 to
2012. By 2012, the BLS projected the labor force to be older and more diverse. The projected
median age of 41.4 would exceed the oldest median age ever recorded in the United States. In
addition, Hispanics are projected to be the largest minority group in the labor force. By 2012,
the labor force is projected to be 162.3 million, up 17.4 million from the 2000 level.
Commissioner Kathleen Utgoff will discuss the BLS projections and their implications for the
diverse future labor force.

What Happens When WIA is Reauthorized? - Hampton Ballroom
When the Workforce Investment Act (WIA) was passed into law in 1998 with a sunset of five
years, it seemed like a long time. That five year period ended in 2003. Since then, there has
been much anticipation about WIA reauthorization legislation. During a January press
conference, the Senate Majority leader included WIA reauthorization in the list of the
Majority's top ten legislative items. WIA reauthorization bills have been introduced already in the 109th Congress. The bills in the Senate and House are very different from each other, but
very similar to the bills each chamber passed last year.
Panelists in this workshop will discuss how their one-stop system works and how workforce
services are provided in different ways. They also will relate their current system to the current
WIA legislation and discuss changes they would make depending on what is contained in WIA
reauthorization.

Demand-Driven Strategies in Practice -- This session will showcase state workforce investment
examples where industry-defined workforce challenges are being addressed. Hear about a
successful project with Dell Computer in Oklahoma, where the Department of Commerce,
Career Tech and Higher Education have come together with the Oklahoma Employment
Security Commission to meet the workforce needs of Dell Computer. From Nebraska, learn
about "mechatronics" -- the integration of multiple engineering disciplines to produce new
devices and systems - as business, education and the Nebraska Department of Labor describe
how their workforce system is moving forward to ensure a prepared and competitive workforce
as they respond to industry's workforce needs in advanced manufacturing.

Unemployment Insurance Budget, Updates, and Finance Reform - Governor's Room
This workshop will discuss the Unemployment Insurance (UI) aspects of the President's FY
2006 budget along with updates on State Unemployment Tax Act (SUTA) Dumping, State
access to the National Directory of New Hires (NDNH), and Reemployment and Eligibility
Assessments (REAs) in one-stop centers. Discussion also will focus on UI Administrative
Financing reform and recent efforts to address underfunding of states.
