California Employment Development Department's (EDD) RES Plan
RES INITIATIVESINITIATIVE DETAILS
Use of Recovery Funds: Regional Economic Recovery Work Plans Planning/Reporting: EDD plans to collaborate with many different recipients of Recovery funds to determine the employment opportunities created under infrastructure projects, healthcare, green industry, etc. EDD will then notify local employment offices of the available jobs pertinent to each region.
Collaboration with UI: EDD has implemented a query tool to target UI claimants and direct them to workshops and job fairs. QMF: EDD uses the QMF query tool to identify claimants to participate in workshops and industry specific job fairs. This tool is also used to provide targeted services to veterans.

Job Fairs: These job fairs are held in partnership with WIA One-Stops that received NEG grants for specific economic recovery efforts.
Assessment Tools: California's RES staff will use assessment tools to analyze individual employment capacity and engage in career coaching. Job Matching: EDD's LMI Division has an assessment tool which identifies a worker's particular skills and matches those skills to available job opportunities. Using this analysis, the program matches claimants to job openings or training programs in particular fields.

Prove It: This is another assessment tool EDD currently uses on the local level which has the ability to deliver different assessment tests to identify whether an individual is best suited for employment or training.
New RES Technology: California is exploring some new technology for RES staff to offer services to unemployment insurance claimants. Help Wanted Online: a tool which allows career staff to see local employment opportunities in a timely fashion and use that information for career guidance.

TORQ: a skills match program open to EDD staff as well as job searchers.

UI Improvements: EDD will also incorporate an auto-coder for the UI system and an integrated service delivery model.
Labor Exchange: CalJobs System Integration: EDD is currently in the process of redesigning the CalJOBS system to link to the Wagner-Peyser and WIA Programs.

OFCCP Compliance: EDD is also re-vamping an effort to work with federal job contractor listings, as those employers are required to list jobs in state labor exchanges.
