Duties

The Director of Revenue Operations will have primary responsibility for effective management of Revenue Operations, a department of over 107 personnel engaged in activities required in order to finance the unemployment insurance trust fund and related programs in the Commonwealth. Revenue Operations maintains an employer database of over 200,000 employer accounts that are used to process over 500,000 claims for benefits annually. Included in the Director's duties are:

Establishing policies, training and quality controls in the area of employer liability for unemployment insurance contributions, unemployment health insurance contributions and reimbursements to the unemployment insurance trust fund, as well as the processing of over $1.50 billion annually in employer contributions.

- Ensuring the integrity of the accounting systems and financial controls on which the Revenue Audit and Revenue Enforcement departments depend. He/she makes certain the Division's experience rating system meets the requirements of the Employment and Training Law, the Federal Unemployment Tax Act, the United States Department of Labor, and Massachusetts laws and regulations.

- Developing policy, procedures, protocols and training courses to ensure that state and federal performance standards are met.

- Setting priorities for design and ongoing development of the Revenue Service's automated financial and account management systems and negotiates working agreements with managers in other state agencies (e.g. DOR, ITD, Secretary of State, and the Comptroller) where their participation is critical to success. He/she approves the business requirements for new applications, including those designed to serve business users through Internet technology via the agency website and the state portal, directs all activities required to place secure, customer-friendly self-service applications before the employer community and its representatives.

- Managing Revenue Operations that are critical to meet the federal Unemployment Insurance Tax Performance measures covering timely liability determinations, accuracy in cashiering, credits and adjustments, account maintenance, experience rating and reports processing.

- Managing the development and documentation of all Unemployment Insurance business processes in both a hard copy procedures manual format, and an Intranet format.

- Managing the Unemployment Insurance Document Processing Unit for the purpose of scanning and manage all document services in the new Filenet P8 environment.

-Maintaining a good working relationship with the US. Department of Labor and Internal Revenue Service so that Massachusetts employers receive the FUTA tax credits to which they are entitled and the agency receives notification of new businesses that need to be registered for unemployment insurance.

Preferred Qualifications

Significant management experience, five years or more; experience in applying law, policy and procedure to unemployment insurance and directly related matters coming before the Division of Unemployment Assistance, problem-solving in large organizations focusing on financial matters, developing information technology applications desired by customers of state government, and working with representatives of the business community and other government agencies at the local, state and federal level are very necessary qualifications. Successful candidates must have excellent inter-personal, writing and the skills required to explain the unemployment insurance program and changes in the law at public events. Travel throughout the Commonwealth may be required, as well as attendance at regional conferences and other events as a representative of the Division of Unemployment Assistance. MBA, MPA, CPA or JD is preferred.
