Hearing Officer II, Phoenix, AZ
POSTION DESCRIPTION: These are temporary appointments. A temporary appointment is defined as an appointment made for a maximum of 1,500 hours each calendar year.
Under direction, primarily conducts and presides over administrative hearings of unemployment insurance administered by the Department of Economic Security (DES), in person or over the telephone in cases of original jurisdiction; controls the course of the hearings to create a comprehensive and accurate record; composes and renders decisions with findings of fact, appropriate legal citations and conclusions of law; reads case files and orders necessary documents; performs legal research in order to prepare proper decisions; compose, type and edit decisions within federally mandated time limits; make rulings about postponements, withdrawals, subpoenas and defaults; provides information on hearing procedures and answers inquiries from the parties, representatives, the department, and the public; performs other special assignments as needed.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): KNOWLEDGE of: current federal and state laws, rules, regulations, policies, interpretations, and court decisions applicable to conducting administrative hearings; procedural, evidentiary, and substantive law; rules of evidence, administrative procedure, judicial and legal ethics; State personnel regulations and procedures; legal writing techniques.
SKILLS in: conducting administrative hearings; analyzing facts and applying legal principles and policies to make appropriate determinations on administrative actions; use of personal computer, word processor, and other automated systems such as LEXIS/NEXIS and other legal research engines.
ABILITY to: effectively communicate verbally and in writing; type decisions.
PREFERRED/IDEAL CANDIDATE: will possess a Juris Doctorate degree from an accredited college or university, and possess a license to practice law in any jurisdiction.
