The William L. Heartwell, Jr. Award is given annually to an
individual outside the workforce development system who
has made a significant and substantial contribution to the
system. This award is named for former ICESA (now NASWA) Executive
Director, William L. Heartwell, Jr., who retired in 1987.
AWARD CRITERIA The individual must:
- have made contributions that benefit the broad
spectrum of the workforce system and/or its one-stop
operations, as well as the system's
customers, and have had a national and/or
statewide impact;
- have a record of public service achievement that
can serve as an inspiring example of excellence
for the practioners of the emerging workforce
systems;
- have made a contribution that may have taken
one or more years to reach fruition; and,
- not currently be employed by a workforce agency
or by the U.S. Department of Labor;
- not be a recipient of this award in the 10 past
years; and,
- only one nomination per state will be accepted.
NOMINATION REQUIREMENTS: The nomination must:
- be submitted by July 12, 2007;
- contain a completed Heartwell Award nomination
form [PDF] or [Word];
- contain answers to all questions listed on the
Heartwell Award nomination form;
- include a statement of approval from the agency
administrator; and,
- be the only nomination for that state in that
category.

to exceed 3) should be attached to the nomination. Include 4
copies of nomination packet.
Selection Procedures:
The NASWA Board of Directors will designate from among its members an annual awards committee which will review all nominations received and select the award recipient.
